Heather F. Shouldice

Heather Shouldice joined the firm of William Shouldice & Associates in
January of 2005. She came to the firm having monitored on an informal
basis for William Shouldice & Associates during the 2003 legislative
session and then representing the Washington-6 District as a member of
the Vermont House of Representatives during the 2004 legislative
session. Heather was appointed as an Independent by Governor James H.
Douglas in October of 2003 to fill the vacated Washington-6 single seat
district. Heather was later appointed by the Speaker of the House,
Walter Freed, to the prestigious House Ways & Means Committee; this
appointment gave her the privilege of obtaining first hand knowledge of
Vermont’s tax system.
Heather was known as a consensus builder in the Vermont House and has
brought this valuable skill to the firm. She spent many hours
discussing issues with constituents which provide a foundation for her
continuation of advocacy in this new capacity. Inside the State House,
Heather points to her strength in developing relationships in a true
tri-partisan manner. Heather caucused with the House Democrats, since
that is where she felt most comfortable, making lasting relationships
with the House Democratic Leadership.
Heather lives in Montpelier and is the former co-owner and operator of
The Country Store in Montpelier. She most recently has acted as the
Montpelier Downtown Community Association’s Executive Director, where
she had previously served on the board for three years; one of which she
served as the board’s president. Heather served on the Calais Select
Board as Vice Chair, serves as a Corporator for the Northfield Savings
Bank, has been a member of the Montpelier Rotary Club and now serves on
the Board of Directors, she is the Chair of the Capital Complex Commission;
appointed by Governor Douglas and is a Trustee of the Vermont Art’s
Council and co-coordinates First Night Montpelier and the Montpelier
Independence Day Celebration.
Heather attended East Montpelier Elementary School, U-32 High School,
and later went on to study business management at Paul Smith’s College
and St. John Fischer College.
